Overview
This bill directs the State Energy Resources Conservation and Development Commission and the State Air Resources Board to conduct and publish assessments related to the environmental impact of oil transportation and potential imports into California. Specifically, it requires the Energy Commission to monitor oil-exporting countries for human rights abuses and environmental standards, and to annually assess greenhouse gas emissions from oil transportation and potential tanker ship imports. The Air Resources Board will analyze the air quality impact of importing 5-10% of California’s gasoline supply. Furthermore, the Geologic Energy Management Division must provide links to air quality emissions data.
