Bill overview
This bill significantly alters the structure of public safety oversight within the California Department of Corrections and Rehabilitation. It eliminates the California Rehabilitation Oversight Board and its responsibilities for reviewing mental health and substance abuse programs. Furthermore, it removes requirements for the Inspector General to conduct specific oversight programs and deletes provisions related to the CARE Grant program and the Council on Criminal Justice and Behavioral Health. The bill also establishes a pilot program allowing tribal police officers to exercise peace officer authority on tribal lands and in certain circumstances, subject to specific conditions and funding.
