Bill overview
This bill would allow the California Coastal Commission to authorize ‘blue carbon demonstration projects’ – efforts to restore coastal wetlands and seagrasses – to measure and quantify their ability to capture carbon. The goal is to better understand how these natural ecosystems can contribute to California’s climate goals. Specifically, the bill would require developers impacting coastal habitats to either build or contribute to these demonstration projects as a form of mitigation. Funding for these projects would require a legislative appropriation.
