Bill overview
This bill modifies California’s Public Utilities Code to create an exemption for certain easements and changes to easements related to public utility transactions. Specifically, it allows public utilities with annual revenues of $500 million or more to sell, lease, or otherwise dispose of easements with a ratepayer financial impact of $100,000 or less without prior commission approval. The thresholds for these values will automatically increase annually to account for inflation, starting in 2030. Public utilities are required to annually report these transactions to the commission.
