Bill overview
This bill changes how money from the Greenhouse Gas Reduction Fund is spent. Currently, 25% of the fund’s proceeds are dedicated to the High-Speed Rail Authority. However, starting in 2026, this allocation will end. Instead, 25% of the fund’s proceeds will be transferred to the General Fund and then appropriated to local governments for infrastructure improvements. This shift aims to provide more direct support for local communities’ needs.
