This bill makes changes to the Budget Act of 2025 to improve the delivery of developmental services in California. It allows the State Department of Developmental Services to directly purchase certain care services for facilities operated by the department, under $10,000, and establishes a policy manual for these purchases. The bill also removes outdated reporting requirements for the department, authorizes a distinct rate model for family teaching homes, and aims to streamline the transition of infants and toddlers with disabilities from Part C to Part B of the Individuals with Disabilities Education Act. Furthermore, it modifies funding allocations to regional centers and exempts certain contract approvals from state procurement regulations.
