This bill modifies the Budget Act of 2025 to adjust funding priorities for California’s high road construction careers program, reducing the amount reserved from federal funds to $30 million and increasing the maximum amount in a continuously appropriated account for surplus property sales to $15 million. It also extends a suspension of penalties for transit operators who don't meet fare revenue requirements, extends an exemption for efficiency standards, and updates procedures for the High-Speed Rail Authority’s inspector general to ensure greater transparency. Finally, it addresses issues related to driver’s licenses, REAL ID compliance, and automated enforcement of the 2028 Olympic and Paralympic Games route network.
