Bill overview
This bill revises the Budget Act of 2025 and makes changes to California’s early care and education system. It adjusts the definition of ‘attendance’ for reimbursement purposes to include excused absences for medical and educational appointments, as well as absences during expulsion or suspension proceedings. The bill also modifies eligibility requirements for preschool programs, extending eligibility to children of employees of local educational agencies and those in CalWORKs programs, and adjusts the priority sequence for enrollment. Furthermore, it suspends the annual cost-of-living adjustment for state preschool programs in the 2026-27 fiscal year and modifies funding allocations to support childcare providers. Finally, it updates regulations related to medication administration, staff training, and disaster preparedness within childcare facilities.
