Bill overview
This bill requires all California counties to establish a recorder notification program by January 1, 2027, and adopt a resolution authorizing it. The program would require county recorders to notify parties involved in deeds, mortgages, and quitclaim deeds by mail (and potentially electronically) within 30 days of recordation. Counties can also require the inclusion of assessor’s identification numbers on these documents. A fee may be charged to cover the program’s costs, with an exception for the Los Angeles County Recorder. The bill also addresses liability and contracting for the notification process.
