This bill modifies California’s Coastal Act to streamline the permitting process for housing projects developed by state universities, colleges, or private universities. It allows for long-range development plans to be submitted as an alternative to individual project reviews, and establishes procedures for determining whether proposed amendments to these plans are ‘de minimis’ – meaning they have minimal impact on coastal resources. The bill also requires the Coastal Commission to defer to the university in determining parking space needs and to publicly track all relevant plans and notices submitted for approval.
