Bill overview
This bill creates a new voluntary tax contribution fund dedicated to spinal cord injury research in California. Starting in 2027, taxpayers can designate a portion of their tax liability, exceeding their tax owed, to be transferred to this fund. The Franchise Tax Board will add a space on the tax return for this designation, and contributions will be deductible. The fund will be continuously appropriated and primarily support grants to the University of California for spinal cord injury research, with a reporting requirement for the Regents.
