Bill overview
This bill would require new applications for energy facilities, including power plants and transmission lines, and energy storage systems, to include a detailed emergency response and action plan. These plans must be paid for by the applicant and coordinated with local emergency management agencies, unified program agencies, and local first responders. The bill also mandates that energy storage systems meeting certain criteria comply with setback requirements based on the latest National Fire Protection Association (NFPA) 855 standard, effective January 1, 2026.
