Bill overview
This bill proposes an amendment to the California Constitution to narrow the prohibition against government preferences. Currently, California law prohibits state discrimination based on race, sex, color, ethnicity, or national origin in public employment, education, and contracting. This amendment would limit this prohibition to public employment, higher education admissions and enrollment, and public contracting, while preserving existing protections. The amendment would appear on the November 7, 2028, statewide general election ballot.
