This bill would create the Infrastructure Gap-Fund Program within the Office of Land Use and Climate Innovation to provide grants to local agencies for infrastructure projects that encounter unexpected costs after construction has begun. Local agencies would need to demonstrate challenges in completing the project on time and on budget, and show how the project aligns with state and local goals. The program would provide up to 20% of the additional projected costs, contingent on the agency dedicating at least 45% of the initial project budget to local taxes.
