Bill overview
This bill proposed a pilot program to provide incarcerated individuals with preapprenticeship training in skilled construction trades, starting in 2028. The program, run in partnership with the Department of Industrial Relations, would offer instruction based on the Multi-Craft Core Curriculum and include career readiness services to aid in transitioning to union apprenticeships after release. The program aimed to be implemented in at least one men’s and one women’s facility, with annual reporting requirements to the legislature.
