This bill changes how California’s DMV handles unpaid vehicle registration fees and penalties. Currently, the DMV can waive these fees if the buyer wasn’t aware of the unpaid amounts. This bill would require the DMV to waive fees and penalties when a new vehicle owner applies for registration, provided the department determines the fees were due before the purchase. It also mandates the DMV create a system to collect these delinquent fees and penalties from the previous vehicle owner.
