Bill overview
This bill changes how appeals affect court orders related to voting rights. Currently, an appeal can halt the enforcement of a court order designed to protect voting rights under the California Voting Rights Act of 2001 and the FAIR MAPS Act of 2023. This bill removes that ability unless the court specifically orders a stay, and even then, the Secretary of State can intervene to prevent a delay in implementing these protections. It also requires the party found to have violated these laws to reimburse county elections officials for costs incurred due to the enforcement of the order.
