This bill changes how California’s Food Assistance Program (CFAP) handles income and resources when determining eligibility. Currently, federal rules about ‘deeming’ – including considering the income and resources of family members who provide support – apply to both CalFresh and CFAP. However, this bill removes those federal deeming rules from CFAP, specifically for immigrants with affidavits of support. It also creates new rules for counties regarding CFAP eligibility, including protections for victims of abuse by their sponsors.
