This bill creates a process for streamlining coastal development permits in specific ‘infill areas’ within California cities that lack certified local coastal programs. It allows for a categorical exclusion from permit requirements for residential housing projects consisting entirely of affordable housing units (for very low, low, or moderate income residents) in these designated areas, until June 30, 2037.
