Bill overview
This bill requires California’s licensing boards, part of the Department of Consumer Affairs, to gather information about applicants’ language preferences – specifically written, spoken, and signed languages. Starting in 2026, boards must include a section on license applications asking applicants to identify their preferred languages. They will also need to annually review these preferences and determine if there’s a ‘substantial number’ of non-English speakers, reporting their findings to the legislature starting in 2028 and annually thereafter.
