Bill overview
This bill updates California’s Sustainable Groundwater Management Act to better protect managed wetlands and small community water systems, particularly those serving disadvantaged communities. It adds definitions for ‘managed wetland’ and ‘small community water system,’ and prohibits groundwater sustainability agencies from limiting groundwater extraction for these systems or wetlands, except in specific circumstances. The bill also requires groundwater sustainability plans to consider the impacts of these plans on managed wetlands, small community water systems, and groundwater-dependent ecosystems, and to include information about these systems in the plan. These provisions are set to expire on January 1, 2029.
