Bill overview
This bill creates a voluntary tax contribution fund to support California sea otter conservation. Starting in 2026, taxpayers can choose to designate a portion of their tax liability – exceeding their tax owed – to be transferred to this fund. The Franchise Tax Board will add a space on tax returns for this designation, and the funds will be allocated to the Department of Fish and Wildlife for sea otter research and enforcement, and to the State Coastal Conservancy for related projects. The fund’s existence is limited to December 1, 2033, with a minimum contribution amount requirement to ensure continued operation.
