This bill clarifies the California Department of Justice’s authority to investigate suspected criminal gambling violations, extending that authority to occur outside of licensed gambling establishments. It also expands the ability of eligible nonprofit organizations to conduct major league sports raffles, now permitting them to do so at championship games. The bill includes technical changes to existing gambling regulations, requiring a 2/3 vote of each house to implement certain revisions to the percentage of raffle proceeds dedicated to charitable purposes.
