Bill overview
The Telehealth for All Act of 2025 requires the California Department of Health Care Services to regularly analyze Medi-Cal data and produce public reports on telehealth utilization. Starting in 2028, these reports will detail how telehealth is being used within the program, broken down by demographic and geographic factors to identify disparities in access. The department will also be tasked with identifying additional data points to further understand telehealth’s impact on patient care and overall health outcomes.
