Bill overview
This bill aims to change how cities in California elect their members by allowing districts-based elections in some cases. Currently, cities with 50,000 or fewer residents can use a method of election where some members are elected at large and others are elected from specific districts. This bill would create an exception, allowing cities to use a district-based election if no more than 20% of the governing body members are elected at large, provided that the district boundaries allow for the election of candidates preferred by protected classes.
