Bill overview
This bill, known as Leno’s Law, would create a permanent exemption for older vehicles from California’s smog check requirements. Starting January 1, 2027, vehicles that are at least 35 model years old, manufactured before 1981, and identified as historical vehicles with collector insurance would be exempt. The exemption would expand to include vehicles one model year older each year for five years, beginning January 1, 2028.
