Bill overview
This bill aims to restrict the use of perfluoroalkyl and polyfluoroalkyl substances (PFAS) in California products. Starting January 1, 2028, it prohibits the distribution, sale, or offering for sale of covered products containing intentionally added PFAS unless the Department of Toxic Substances Control has determined the use is currently unavoidable or preempted by federal law. The bill establishes a process for determining unavoidable use, requires manufacturers to register and comply with restrictions, and mandates the department to maintain a public list of exemptions and determinations. It also directs the department to analyze PFAS presence in industrial processes and products and report findings to the legislature.
