Bill overview
This bill changes how vehicle repossessions are handled in California. It prohibits repossession agencies from conspiring with third parties to set fees for personal property recovered with the vehicle and from accepting agreements that waive their responsibility to remove, inventory, and store that property. The bill also clarifies that vehicle lien provisions don’t prevent repossession agencies from filing liens and specifies that requiring additional documents to release a vehicle violates existing rules about refusing to release vehicles to their owners. Finally, it reinforces the state’s authority over vehicle repossession processes.
