Overview
This bill modifies the California Environmental Quality Act (CEQA) to create an exemption for certain advanced manufacturing facilities. Specifically, it expands the existing exemption for advanced manufacturing facilities to include family day care homes and requires these facilities not be located in industrial zones or within 3,200 feet of oil and gas facilities. The bill also mandates that projects seeking this exemption enter into a community benefits agreement and comply with labor requirements, and requires the lead agency to hold a public hearing before determining exemption. Furthermore, it clarifies the definition of ‘natural and protected lands’ to include habitats for protected species, and makes changes to the rezoning exemption to prevent it from applying to tourism facilities or increased development capacity of tourism facilities, except in limited circumstances.
