Overview
This bill changes how local agencies handle urban lot splits, which are when a property is divided into two smaller lots. Instead of requiring an owner to sign an affidavit promising to live in one of the new units for at least three years, the bill offers two options: 1) the owner signs an affidavit stating their intention to live in one unit for three years, or 2) the owner signs an affidavit stating they’ll sell both parcels after a certificate of occupancy is issued and require a buyer to occupy one unit for three years. The bill also includes requirements for recording notices and prohibits local agencies from imposing additional restrictions on urban lot splits.
