Overview
This bill aims to expand access to bachelor’s degrees by allowing California community colleges to offer them. It modifies existing rules to permit community colleges to offer bachelor’s programs in subjects where the University of California or California State University are experiencing enrollment challenges (impaction). Starting in 2030, districts can offer these programs if the CSU program has been impacted for three consecutive years, and the bill reduces the limit on the number of bachelor’s degrees a community college district can offer to 15% of its associate degrees.
