This bill creates a revolving fund, the Base Infrastructure Needs and Development – Technology Revolving Fund (BIND – Technology Fund), within the Oklahoma Military Department. The fund’s purpose is to support investments in military infrastructure that either prevent base closures or encourage base expansions in Oklahoma. The fund will be financed by appropriated monies and managed by the Oklahoma Military Department, subject to budgetary and expenditure requirements. An emergency clause makes the bill effective immediately upon passage.
