This bill modifies the Oklahoma Health Care Authority’s Rate Preservation Fund, expanding the authorized uses of funds to include maintaining reimbursement rates for healthcare providers in the event of a decrease in the state’s Federal Medical Assistance Percentage rate. It also allows the Authority to transfer up to one-third of the fund’s balance to other state funds to address cash flow needs within the Medicaid program, with the requirement that these funds be returned to the Rate Preservation Fund by the end of the fiscal year. An emergency clause declares the bill effective immediately upon passage.
