Bill overview
This bill addresses sewage overflows in Michigan by requiring large counties (population over 1,000,000) to develop and implement plans to reduce the volume of their wastewater discharges. If a county violates its permit, it must submit a reduction plan to the Department of Environment, Great Lakes, and Energy within a year. The department will then review and approve or deny the plan, and if approved, the county must implement it within two years, or risk losing its permit. Additionally, the bill allows for significant administrative fines for non-compliance.
