Overview
This bill creates a ‘flexible time credit’ for classified employees in the executive branch of state government who don't qualify for overtime pay. Employees who work more than their standard workweek can earn these credits, which are awarded in quarter-hour increments. These credits have no cash value and are lost upon leaving state employment. The bill also updates rules regarding personnel classifications, pay plans, and employee selection processes within the state government.
