Overview
This bill would allow Alaska public utilities to request approval from the commission to charge customers a surcharge on their bills to recover costs associated with strategic investments. These investments must support economic development and maintain reliable utility service. The commission would establish regulations for these surcharges, including how they are calculated and how utilities must notify the commission of their plans. Ultimately, the surcharge would be phased out as the investment is completed and integrated into the utility's base rates.
