Overview
This bill modifies how the Alaska Permanent Fund calculates the amount available for annual appropriations. It establishes a consistent percentage, 4.5%, to be drawn from the fund’s average market value over the previous six fiscal years, starting with the most recent year. The calculation now specifically includes the earnings reserve account balance and excludes a specific settlement amount related to a legal case. The changes will take effect on July 1, 2032, with the exception of certain provisions that are effective July 1, 2028.
