House Bill 2446 requires motor carriers operating in Arizona to demonstrate English proficiency during roadside inspections. This means they must be able to understand verbal questions and highway traffic signs. If a motor carrier cannot sufficiently demonstrate English proficiency, the Department of Transportation or a law enforcement officer can issue an out-of-service order. Inspections must be conducted in English without the use of translation tools.
