89R3705 JTZ-D By: Gervin-Hawkins H.B. No. 719 A BILL TO BE ENTITLED AN ACT relating to a manufacturer's disclosure of ingredients and toxic metals in lipstick and lip gloss. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Subchapter F, Chapter 431, Health and Safety Code, is amended by adding Section 431.143 to read as follows: Sec. 431.143. MANUFACTURER DISCLOSURES: LIPSTICK AND LIP GLOSS COSMETIC. The executive commissioner by rule shall require a manufacturer that sells a lipstick or lip gloss cosmetic to disclose on the manufacturer's Internet website and the cosmetic
