By: Miles S.B. No. 2912 A BILL TO BE ENTITLED AN ACT relating to the state historically underutilized business program; creating a criminal offense. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Section 2161.001, Government Code, is amended by adding Subdivision (5) and (6) to read as follows: (5) "Commercially useful function" means responsibility for the execution of a distinct element of the work of a contract and performance, management, and supervision of the work involved, including: (A) negotiation of the terms of a contract or
