Bill overview
This bill aims to slow down the release of oil from the Strategic Petroleum Reserve by requiring the Department of Energy to first create and implement a plan to increase oil and gas production on federal lands. Specifically, any drawdown from the Reserve must be matched by an equivalent increase in federal land leases for oil and gas. The increase in leases cannot exceed 10% of the total federal land currently leased. The bill is designed to encourage domestic oil production while limiting the immediate use of the Strategic Petroleum Reserve.
