Bill overview
The REDUCE Act aims to increase competition and flexibility in the electricity market by allowing ‘aggregators’ – groups of retail electricity customers – to bid into organized wholesale power markets. Currently, state laws and regulations may restrict who can participate in these markets. This bill would require Transmission Organizations to permit these aggregators to bid, provided it doesn’t violate existing market rules, and directs the Federal Energy Regulatory Commission to create specific rules for this process.
