Bill overview
This bill, titled the Implementing Decreases in Overall Government Expenditures Act or the Implementing DOGE Act, aims to reduce federal spending by requiring annual rescissions of nonsecurity discretionary appropriations. Starting in fiscal year 2026, the bill calculates the ‘excess growth percent’ – the amount by which current year’s appropriations exceed the previous year’s – and then rescinds that amount across the board for nonsecurity discretionary spending.
