The CRUDE Act aims to limit the President’s ability to restrict the export of U.S. crude oil. Currently, the President can impose export restrictions under specific circumstances, such as national emergencies or national security concerns. This bill changes those conditions, requiring a joint finding from the Departments of Defense, Energy, and Commerce that U.S. crude oil exports are causing significant supply shortages or price increases with negative employment effects before a national emergency declaration can be made. It also removes a provision allowing restrictions based solely on national security reasons.
