Bill overview
This bill aims to ensure that federal funds provided to states through the Temporary Assistance for Needy Families (TANF) program are used to enhance existing state resources, rather than replace them. It does this by requiring states to demonstrate that federal funds will supplement state and local spending on TANF-related programs. The bill also includes a two-year reauthorization of the TANF program, continuing funding levels similar to those in 2023. Specifically, it restricts states from using these federal funds to cover expenses that would otherwise be met by state or local revenue.
Key provisions
- Requires states to use TANF federal funds to supplement, not supplant, state and local funds.
- Mandates a certification from state leaders confirming this supplemental use of funds.
- Extends the TANF program for two years, continuing funding levels from 2023.
- Specifies the funding source for the extended program – Treasury funds not otherwise appropriated.
Who is affected
- States receiving TANF funding
- Families receiving TANF assistance
- State and local governments administering TANF programs
Notable changes
- Limits states’ ability to use TANF funds to cover expenses that would otherwise be funded by state or local revenue.
- Adds a certification requirement for state leaders regarding the use of TANF funds.
Fiscal impact
The bill provides for the continuation of TANF funding at levels similar to those in fiscal year 2023, utilizing existing Treasury funds.
