This bill, the Higher Education Accountability Tax Act, increases the tax on the investment income of private college and university endowments. It raises the excise tax rate from 1.4% to 10% for most institutions and to 20% for those that increase tuition faster than inflation. The bill also lowers the threshold of endowment assets required to trigger the tax from $500,000 per student to $250,000 per student, expanding the number of institutions subject to the tax.
