Bill overview
This bill aims to improve how federal assistance programs determine eligibility by creating a new, regionally adjusted poverty line. It directs the Bureau of the Census to develop and publish this ‘Regionally Adjusted Poverty Line’ for each state, based on regional cost of living differences. The Department of Health and Human Services will then use this adjusted line, when it results in a higher poverty rate, to assess financial eligibility for certain federal programs, with some flexibility for Affordable Care Act Premium Tax Credits. Additionally, the bill calls for a study on an alternative poverty measure, the ALICE threshold, to better understand household financial needs.
