The Reliability for Ratepayers Act aims to improve how the Bonneville Power Administration (BPA) pays its employees. It directs BPA to create and regularly update a compensation plan that is competitive with similar jobs in the electric industry and among consumer-owned utilities. The bill also grants BPA some flexibility in hiring and employment practices, while still requiring adherence to certain merit system principles and exempting them from some civil service laws.
