The Mortgage Rate Reduction Act seeks to facilitate the transfer of existing mortgages by allowing the Federal Housing Administration (FHA), Department of Agriculture, and Department of Veterans Affairs to insure and guarantee second mortgages on properties already secured by first mortgages from these agencies. Specifically, it amends existing laws to explicitly include second mortgages in the scope of these guarantees and requires these agencies to publicly disclose information about the properties and loans they insure or guarantee. This aims to increase liquidity in the housing market.
