The Responsible Budgeting Act aims to simplify the process of increasing the debt limit. It establishes a mechanism where, upon the passage of a budget resolution meeting certain criteria, the House of Representatives will automatically prepare and transmit a joint resolution to the Senate to increase the debt limit to the amount specified in the budget resolution. Additionally, if Congress fails to adopt a budget resolution meeting the required ratio, the President can submit a debt reduction proposal, and the Senate will have expedited procedures to consider it, potentially leading to a joint resolution of disapproval if Congress acts quickly.
